2021 China Blue Book of Philanthropy shows that foundations have different priorities of funding

On January 17, 2022, the Institute of Sociology of the Chinese Academy of Social Sciences and the Social Sciences Literature Publishing House jointly released the "Blue Book of Philanthropy: China Philanthropy Development Report (2021)" (hereinafter referred to as the "Blue Book").


According to data from the Ministry of Civil Affairs, as of the end of 2020, the total number of social organizations nationwide was 894,400, an increase of 3.21% over 2019. Among them, there were 375,000 social groups, 511,000 social service agencies, and 8,385 foundations, respectively, compared with 2019. Up 0.81%, 4.93% and 10.62%. As of the end of September 2020, a total of 463 charitable trusts had been established nationwide, with a contract value of 3.242 billion yuan. By the end of 2020, 554 representative offices of overseas NGOs had been registered in accordance with the law, an increase of 8.41% over 2019, and 3,239 temporary activities had been registered, an increase of 32.64% over 2019.


In 2020, the total national social welfare resources are predicted to be 410 billion yuan, an increase of 18.85% compared with 2019, of which the total social donation is 152 billion yuan, the total lottery public welfare fund is 95.984 billion yuan, and the discounted value of volunteer service contribution is 162 billion yuan Yuan, an increase of 10.14%, -15.80% and 79.28% respectively compared with 2019. The "99 Charity Day" in 2020 reached a new high in terms of charitable resource collection: the number of interactions reached 1.899 billion, and 57.8 million caring netizens donated 2.32 billion yuan through Tencent's public welfare platform, plus 324 million yuan from caring enterprises and Tencent. The foundation provided 399.99 million yuan in matching donations, and a total of 3.044 billion yuan was raised.


In 2020, after the baptism of the new crown pneumonia epidemic, the development of volunteer service in China has reached a new milestone. The total number of real-name registered volunteers in my country has reached 192 million, and there are 790,000 volunteer groups. The cumulative volunteer service time is 3.719 billion hours, and the contribution labor cost is worth 162 billion yuan. The total number of registered volunteers increased by 23.87% compared with 2019, and the total cumulative volunteer service hours increased by 63.98% compared with 2019. The epidemic prevention and control and emergency rescue volunteer services have become a bright spot, and the institutionalization, standardization and professionalization of volunteer services have accelerated. The biggest challenge is still the lack of basic guarantees and recognition for volunteer service organizations and volunteers.


The Blue Book pointed out that the areas of concern of foundations have different focuses, and the newly established foundations focus more on poverty alleviation.


The fields of concern of Chinese foundations are rich and diverse, each with its own emphasis. According to the data of the Foundation Center Network, as of December 31, 2020, a total of 8,549 foundations have disclosed their areas of concern; education and poverty alleviation are the two areas that foundations are currently most concerned about. Important contributions have been made; medical assistance, safety disaster relief, and the elderly have also received more attention (see Figure 10). In terms of types of foundations, public fundraising foundations focus more on the fields of righteousness, children, youth, and public safety; non-public fundraising foundations invest more in the development of public welfare undertakings.


From the perspective of different registration levels, ministerial-level foundations focus on more ambitious topics, such as scientific research, culture, safety disaster relief, international affairs, etc.; provincial-level foundations pay more attention to projects closely related to social life, such as medical assistance, disability Vulnerable groups such as people and the elderly, and courageous actions; municipal and county-level foundations pay more attention to the vulnerable groups including the elderly and the disabled, and issues such as community development and public welfare development.
